HOSPITAL DISTRICT URBAN DESIGN FORUM MEETING MINUTES

In attendance were: Dave Webster, Rick Wells, Michael Henry, Charles Brantigan, Steve LeMoine, Paul Benington, Bethany Gravell, Matt Keelin, Carla Madison, Al Davis, Michael Hilbert and Virginia McAllister.

 

The meeting was called to order at 5:30 pm. The minutes of the January meeting were read and approved as written. The minutes of the November 2006 meeting are still not available at this time for approval.

 

Rezoning proposed by Hilbert and McAllister:

Mike Hilbert Western Real Estate Acquisitions and Virginia McAllister of Iron Horse Architects presented their proposal for rezoning two parcels of land which abut the Post Properties. It is an irregularly shaped parcel. A map was passed out with the agenda for the meeting. Most of the property is zoned R-4-X. They would like to rezone the remainder of this property R-4-X. They believe that this is in line with Blueprint Denver. They believe that the City is putting pressure on them to get the property rezoned. In fact, Mr. Hilbert doesn’t own all the property but has an option on what property is left to complete the acquisition. Hidden in the proposal is a proposal that the alley be vacated. This is also labeled a priority item for the City. Ms. McAllister presented some schematics of what could be built there. Mr. Hilbert says that the property would likely be market rate rentals and the construction would be similar to that of Post Properties. His interest, however, is in assembling the land, rezoning it and flipping it. During the discussion which followed, it seems clear that the neighborhood groups would like to have presentations concerning the proposed rezoning. There appears to be a general acceptance of the concept of the R-4-X rezoning, but most attendees spoke against granting the alley vacation before a site plan is presented to the group.

 

St. Joseph’s Hospital:

Al Davis reported a schedule for closing Franklin Street. It appears that the closure will start on April 4 and will last for several weeks. There will be another closure, hopefully nights and weekends, later in the fall to allow completion of the bridge. There is no additional information on the planned use of the property.

 

The Children’s Hospital Redevelopment:

Rick Wells was to present the initial draft of a plan to the City, but there have been many changes and the plan was not presented. Mr. Wells reports that he has a developer for a property on Ogden although the papers have yet to be signed. They have been careful to specify in the plan that the building needs to set back into the surrounding area, and treat the new terrace with respect.

Along 20th, townhouses are planned to complete the block. The townhouses may be on the Emerson side. The plan is that the buildings will increase somewhat in size as they approach Park Avenue, but they will still be relatively modest in size with the high rise components planned for Downing. Mr. Wells reports that they are planning residential buildings in the area east of Ogden, but firm plans have not been reached at present. This appears to be mostly due to the fact that medical institutions have expressed some interest in the property. He assures the group that Cherokee will be acquiring the property, and will have a major input into the development plans that occur afterwards, whether this be residential or medical use. He is tentatively considering rezoning as RMU-30 at the present time, but that is not chiseled in stone either. He has also not asked for an alley vacation behind the new terrace. He wants to have the plans ready for presentation for the group before requesting consideration for an alley vacation.
