HOSPITAL DISTRICT URBAN DESIGH FORUM MEETING MINUTES

In attendance were: Eugee Keyser, Carla Madison, Charles Brantigan, Al Davis, Doug Zehner, Cathe Mitchell, Brittany Morris, Michael Henry, Tom Currigan, Dave Webster, Paul Benington and Ted Freedman.

 

The meeting was called to order by 5:50 pm. The minutes of the November meeting are not available at this time for approval.

 

St. Joseph Hospital:

Al Davis reports that the ambulatory surgery/office building will have the core and shell completed in mid July, and then will undergo tenant finish. Currently, its use will be a children’s hospital emergency room on the first floor. The second and third floors will be ambulatory surgery and a patient floor and floors 4 and 5 will be medical offices. No comment was made on the speculations as to what it is really going to be used for.

Mr. Davis tells us that it is about time to build the bridge from the new building to the hospital. The problem at hand is to create a safe environment while that is being done. It is estimated that it will take between the 26th of February and the 16th of March to get that done. The task requires large pieces of equipment and the thought that it could be done on weekends proves not tenable. Two possible plans have been drawn up. The first is to close both Franklin and Gilpin Streets. The second is to open Gilpin Street while Franklin Street is closed and Gilpin Street when Franklin Street is open. There is some concern about the amount of signage and confusion that might result from alternating closures.

Note that the City has not been consulted over this issue at this time, but the thought was that we would get some consensus among stakeholders in the area about what is recommended and then that will be presented to the City.

The signage will be adjusted according to what is being closed, and an attempt would be made at Franklin and 21st Avenue to divert traffic coming into the Hospital District.

These changes will clearly cause significant inconvenience to people associated with Presbyterian/St. Luke’s Medical Center and St. Joseph Hospital. Kaiser is less affected since their front door faces Downing Street.

All have agreed to the above plan.

Reports:

Michael Henry reports that the Zoning Code Task Force has been meeting for two years at the present time and has now created a five page problem list which is posted on the Web. Most of the work, at present, has been focused on the problem of scrape-offs. The demolition review ordinance has been passed so that photographs of the proposed demolition need to be presented to the Landmark Commission for review.

 

Revision of the Hospital District Design Plan:

C. Brantigan has recently met with Chris Gleissner to go over proposed modifications. While there are a number of minor details that deserve attention, Brantigan suggested that the language be firmed up so that a statement be added that the protections afforded to us by the H-2 district need to be preserved even under from based zoning. Brantigan also suggested that the provisions for special review need to be recast in a way that was originally intended when the zoning regulations were passed. Specifically, new major entry points for pedestrians or vehicles or new helicopter pads or emergency entrances need to be reviewed by the Planning Board. Members are encouraged to download the draft of the document from the City’s web site and reinforce these changes.

 

Old Ronald McDonald House:

It appears that the old Ronald McDonald House on Ogden is going to become some type of hostel for foreign students.

 

Triangle Site:

Michael Hillyard of Pearl in the City fame wants to buy the triangle site originally for a strip mall. He has now purchased it and wants to rezone it as R-4-X and to build something like the Post Properties development. There is one small section that remains B-4 zoning. He is to be invited to present to the Forum next month.
