HOSPITAL DISTRICT URBAN DESIGN FORUM MEETING MINUTES

In attendance were: Eugene Keyser, Bethany Gravell, Matt Keelin, Dave Webster, Rick Wells, Jim Wiseman, Steve LeMoine, Ted Freedman, Charles Brantigan and Michael Henry.

The meeting was called to order at 5:30 p.m. The minutes were approved and amended. It is noted that Michael Henry attended the meeting and Chris Gleissner name should be spelled as it is here, and it should be noted that he is taking Leslie Lipstein’s place in managing the Urban Design Plan Update.

 

The Children’s Hospital:

Rick Wells from Cherokee attended the meeting. He reports that an agreement has been reached with Children’s Hospital. Cherokee will become the owners when Children’s moves out. He and Ferd Beltz are the principals in the redevelopment. They have a history of working well with the neighborhood organization as they did the Mercy Hospital redevelopment. They signed a memorandum of understanding with the neighborhood associations. At the present time they are planning to keep Tammen Hall for some adaptive reuse and the garage structure and the office building attached to it. Probably most of the rest will be demolished. It is anticipated that the last patient services will be provided at the facility on September 30, 2007 and demolition will begin in January 2008.

Concerning the Children’s Hospital Data Center, Matt Keelin reports that the fuel tank will be in the base of the generator and is not large enough to cause any concern.

 

Presbyterian/St. Luke’s Medical Center:

Steve LeMoine reports that Presbyterian/St. Luke’s Medical Center’s Administration has concerns about City mandated parking requirements. Administration is concerned because it believes that the number of spaces mandated for the hospital is excessive compared to the actual needs. Administration is considering a parking survey. It was pointed out that exceptions to the parking ordinance require an appeal to the Board of Adjustment for a variance, and that the outcome for a request for a variance is often determined by the opinion of community organizations such at the Hospital District Urban Design Forum.

 

Status of Neighborhood Organizations:

Uptown on the Hill:

The Uptown Sampler was apparently quite successful. Attempts are still underway to attempt to bring back Uptown on the Hill or some other neighborhood organization representing the same area. The importance of having this organization active is understood.

San Rafael:

Jim Wiseman reports that there has been little action in the San Rafael Neighborhood Organization. It has been emphasized repeatedly that there needs to be an organization there so that we, as a neighborhood, can speak with one voice to the City and to developers. The San Rafael is also at great risk of inappropriate development since there are no proper developmental restrictions in place. Finally, the new zoning task force is struggling with the ideas of neighborhood preservation. Other neighborhoods are getting in line before San Rafael, as inappropriate development is a City-wide issue.

 

Zion Church Parking Lot:

Jim Wiseman reports that the chain link fence has been taken down, sprinkler lines have been installed hoping that sod will appear shortly. With a friendlier look, the congregation is now using the parking lot more commonly relieving pressure on the streets.

 

Parking Lot at 22nd and Ogden:

The agreement reached with Mr. Burns was approved by the Board of Adjustment. Jim Wiseman, however, speaking for San Rafael, which was not represented at the meeting of the Forum that discussed the situation with Mr. Burns, spoke against the variance. The meeting lasted for a long time and the variance was approved as agreed at the Forum.

 

East Village Rezoning:

The second portion of the East Village redevelopment is scheduled to be rezoned as RMU-30. The presentation before the Planning Board is on October 4. To the group assembled, this seems to be a reasonable thing to do. The Chairman is asked to invite Chris Parr or Ryan Tobin from the Housing Authority to give an update at the next Forum meeting.

 

Traffic Statement:

The traffic statement proposed by Allison Billings of Transportation Solutions (303-377-7086) were read and approved.

 

Another Rezoning Issue:

Apparently there is a meeting to be held concerning rezoning of the triangular piece of ground between 19th and 20th Avenues and Park Avenue. A proposed developer apparently wants to do something that doesn’t match the R-4-X. It is said that Mike Hilbert is one of the principals, and it is noted that he is one of the principals in the $2,000,000+ judgment against Triton Development for construction defects in Pearl in the City. Ted Freedman will monitor that situation, and the group will act on the merits.

Loose Ends and Announcements:

The minutes of the Forum meeting on January 6, 1998 note that there was a promise from St. Joseph Hospital to make the billboard at 18th and Lafayette go away as soon as the then current contractual arrangements were done. The Chairman is instructed to send a note to St. Joseph Hospital to that effect.

 

There are possible parking facilitations between Cherokee and Presbyterian/St. Luke’s Medical Center which need access to additional parking. Also, facilitations between Children’s Hospital and Barb Jorgensen, the "junk lady".

 

Access to the Conference Room at Kaiser has become difficult because the building is in lock down because of the sexual assault some months ago. For ease of accommodation, the meetings will be moved to a meeting room at Presbyterian/St. Luke’s Medical Center in tie for the next meeting. Steve LeMoine will make the arrangements.

 

Finally, the November meeting will serve as the jury for Leslie Lipstein’s class in Urban Planning. The Chairman is to send out notification at this point giving all members the date and noting that it will be devoted to their issue. Ted Freedman will chair that meeting since C. Brantigan will be in Egypt.

 

There being no other business, the meeting was adjourned.
