In attendance were: Eugene Keyser, Dave Webster, Charles Brantigan, Brittany Morris, Carla Madison, Steve LeMoinne, John Collison, Matt Keelin, John Lum, Paul Burns, Ted Freedman and Jim Peiker.
The meeting was called to order at 5:30 p.m. The minutes were read and approved as written.
It is noted that Chris Glycner is taking Leslie Lipstein’s place on the Planning Board and he will be invited to the Forum meetings.
Parking Lot at 22nd and Ogden:
Copies of the zoning appeal application for this parcel were distributed. Paul Burns and Associates noted there have been amendments made to the request since this request for a variance was filed. It is noted that there is no longer a water tap on that property, and the initial proposal was that persons from an unspecified neighborhood group would spend one and a half hours to water the area three times/week. Burns reaffirmed his intention to operate the area as a "not for profit parking lot", meaning that anyone can use it at no charge.
The history of the area was reviewed by Mr. Burns. There used to be a mortuary on that corner that was demolished into an unpaved lot. The unpaved lot was used unofficially for parking spaces. Some years ago, Burns blacktopped the lot to improve the neighborhood. Burns reports that it the area has been used unofficially for many years, although some noted that until recently the area had been fenced off to prevent parking. The question was asked whether a cease and desist order had previously been issued against the parking lot and Burns assured the Organization that there had not been.
The recent Board of Adjustment Hearing granting the nursing home an exemption from the parking requirements was reviewed. At that time, the nursing home insisted that it had no need for parking on Mr. Burns’ property, and based on that assurance, the variance was granted by the Board of Adjustment.
Mr. Burns was reminded that the landscaping requirements and other regulations for parking lots had been passed by City Council. The Uptown Neighborhood deserves the same protections as are granted in other more affluent areas of the City and, therefore, a good reason must be given before granting an exception to these regulations. After some discussion, Mr. Burns made a major concession, agreeing to provide a water tap and irrigation for trees and sod on that property. The only exceptions that he now requests to the landscape ordinances are:

These requests were read back, and the members of the Forum agree that granting these exceptions to a "not for profit parking lot" would be reasonable providing the perimeter planting with grass and trees were provided with appropriate automatic irrigation. The Board of Adjustment Hearing to consider the application is scheduled for September 19, 2006 at 11 a.m.
Current Status of Uptown on the Hill:
Jim Peiker reports that the group is now re-registered. Kathy Mitchell is the President although David Lampe continues to receive the mailings. The Sampler is scheduled for September 19.
Children’s Hospital Data Center:
Matt Keelin reports that the current data center at 19th and Marion will serve as the backup center when the Children’s Hospital moves. It will require its own emergency backup power. The plan is to put the backup generator in the current parking lot near 18th Avenue. It will satisfy the noise ordinances. It will have a cosmetically appealing enclosure. Presumably, it will be tested quarterly and used rarely. The question was asked about where the fuel tank would be located and that has not been determined. The members of the Forum have no objection to this project as described above.
Post Properties:
Ted Freedman announced that Post Properties has now moved entirely out of the Denver area. There followed some speculation about why that might be. $250,000 was left in escrow to make improvements to the Benedict Fountain Park. The custodian is D.U.R.A.
Advertising at Bus Stops:
Mike Henry reports that INC has been concerned about advertising at bus stops. The so-called kiosks have been characterized as billboards. That, of course, reminded the Chairman that some years ago St. Joseph Hospital promised that the billboard located at Lafayette and 18th, on their property, would go away when the current lease expires sometime in 2006.
