HOSPITAL DISTRICT URBAN DESIGN FORUM MEETING MINUTES

In attendance were: Eugene Keyser, Michael Henry, Mike Zapf, Robert ZZGibson, Charles Brantigan, Joe Simmons, Matt Hershey, Ted Freedman, Tom Currigan, Matt Keelin, Al Davis, Carla Madison, Leslie Lipstein, Matt McKoane, Jim Wiseman and David Webster.

 

The meeting was called to order at 5:30 p.m. The minutes of the previous meeting were read and approved with one correction. In the last paragraph of the second page, "demolition" should be replaced by "review."

 

Announcements:

 

1736 Franklin Street:

Joe Simmons presents his proposal for 1736 Franklin Street. This is being developed by his firm, Blue Sky Studio. The property line and the width of the right-of way is unusual in that area requiring some changes in configuration in the right-of-way. He is rezoning his R-4, OD-1. He is planning a four story, 16 unit residential building. The residential units will be about 11 square feet. There will be one parking space per unit as required in OD-1. These units will be for sale at $275,000 to $550,000. He presented his drawings and his site plan. The Forum approves the thought that this site plan accurately addresses the guidelines in the OD-1 zone and recommends that the Zoning Administrator approve the plan.

 

Map Amendment:

The map amendment for the Colfax Small Area Plan goes before City Council on April 17. The main street zoning, types 1, 2, and 3 were approved last fall. This is the culmination of many years of work by Dave Walstrom and his associates. The group requests that the Chairman of the Forum write letters to City Council endorsing the zoning map amendment and that someone be sent to testify.

Franklin Garage:

Al Davis reports that the Franklin Garage is to be completed in 2007 and is to be open before the office building opens. The permitting process is not yet complete, but progress is being made. In terms of the Children’s Hospital and Emergency Department, they are 97% sure that the loading dock will not be moved to Franklin Street. The result is that all the carefully laid plans that have been presented so far have come to naught and the planning process if beginning again.

 

Kaiser:

Tom Currigan reports that the Farmer’s Market will again occur this summer and he would like to target the neighborhoods and promote the event to them. He will contact the individual neighborhood organizations concerning possibly emailing, newsletters or other communications.

 

San Rafael Neighborhood:

It is noted that the San Rafael Neighborhood group’s registration has expired, and steps need to be taken to fix that problem. Jim Wiseman will work on that.

The Children’s Hospital:

The Children’s Hospital is in final negotiations with the developer. Matt Keelin is not allowed to discuss who that is, but it is well known by people in the Liaison Committee. Apparently the Cherokee Partners who have been involved in redeveloping Gates and Mercy Hospital are involved.

 

There is no information on other items of old business.
