HOSPITAL DISTRICT URGAN DESIGN FORUM MEETING MINUTES

In attendance were: Eugene Keyser, Al Davis, Steve LeMoine, Charles Brantigan, Jim Wiseman, Leslie Lipstein, Michael Henry, Dave Webster and Tom Currigan.

 

The meeting was called to order at 5:30 p.m. The minutes of the previous meeting were read and approved as written.

 

St. Joseph’s Hospital: The Franklin Street Bridge was again presented to the Board of Adjustment, and it passed. Billie Brown presented the Forum’s position in the absence of the Chairman who was in surgery. Leslie Lipstein is said to have explained the difference between zoning review and design review.

Al Davis notified members of the group that there will be a closure of Franklin Street for a period of about a week so that an underground sewer line can be moved. St. Joseph Hospital promises to make the closure as brief as possible to minimize inconvenience to physicians and other hospitals.

The 18th Avenue/Franklin Street loading dock was discussed. Dr. Brantigan reported that Kent Strapko, the zoning administrator, had ruled that the project did not require special review under the zoning code. Dr. Brantigan announced that he was going to appeal that decision to the Board of Adjustment. After some discussion, the group decided not to take a position on this issue.

 

Presbyterian/St. Luke’s Medical Center’s Project: From a financial standpoint, there are apparently three options as to what might be done. Underground parking is to expensive, so above grade parking is being considered as well. Presbyterian/St. Luke’s Medical Center will have further, definite information about what they are planning and will give a story board presentation in April. It is anticipated that Park Manor will be torn down within the next 120 days.

 

Traffic Studies: The need for traffic studies was emphasized again in our discussion. We circulated copies of the op ed piece that Ted Freedman wrote for Life of Capitol Hill as well as his bullet points and the letters sent by the Chairman. All the medical institutions are encouraged to join in as traffic planning is something that affects us all.

Zion Baptist Parking Lot: There was no new information.

 

Nursing Home at 22nd and Downing: There was no new information.

 

San Rafael Overlay District: There was no new information.

 

Hospital District Urban Design Plan: Leslie Lipstein reports that now that her family emergency is over, she is trying to convene a meeting of the three hospitals, hopefully, to include the Presbyterian/St. Luke’s Medical Center CEO to organize the concept of traffic planning throughout the district. It is hoped that this will be the beginning of an organized plan which involves the City traffic engineers as well as the medical institutions.

 

New Business:

Old Market Lofts: Information was distributed on the Old Market Lofts to be built at the site of Ace Supermarket. Ace Supermarket is currently being demolished. The organization has decided not to take a position on that project although there has been some concern about its design.

 

Halfway House at 17th and Franklin: This is up for City review. The organization has agreed not to become involved in that problem.

 

Announcements:

There is a new development occurring at 17th and Franklin. It is approximately 1736 or 1738 Franklin Street. The project apparently was started before the design review was in place. Now it is undergoing more intense review. It is being presented by Joe Simmons of Blue Sky Studio, and the suggestion has been made that he should present the project at the Forum.

 

City Council is looking at a proposal where there will be demolition by the Landmark Commission any time a demolition permit is sought. This would be accomplished by staff review over the course of 10 days.

Main Street Zoning for East Colfax: This is up for final reading before City Council in April.
